M. Joseph Monti, LCSW-R
Founder and CEO

Joe graduated from Syracuse University with a Masters in Social Work. He founded Professional Counseling Service in 1981. PCS grew quickly as an outpatient mental health and alcohol treatment facility. The alcohol program was certified by the NYS Department of Alcoholism and Alcohol Abuse (DAAA) in 1984. Joe was the agency's Clinical Director for 26 years while providing outpatient mental health and alcohol services until 2008 when he retired. Today, as the agency owner, he continues to act in a consulting role and provide support to the staff.


Teresa Monti, MPA
Practice Administrator

Terry graduated from Syracuse University with a Masters in Public Administration. Upon graduating, she worked for the Syracuse Police Department as an Administrative Analyst for several years. She spent the last 30 years of her career as a Practice Administrator for Professional Counseling Services. She brings a wealth of medical office management knowledge to the practice. Aside from ensuring smooth day-to-day operations of the practice, Terry's goal is to deliver efficient and effective services to all PCS patients and provide leadership and support to the PCS staff. Terry's interests include painting, photography, travel and skiing.


Bill C. Hines, MD
Medical Director

In 1995, Dr. Hines joined the Addiction and Psychology Services Department as the Physician and Medical Director for the Medically Supervised Alcohol and Drug Treatment Program at Syracuse Community Health Center. Since 1999, he has served as Medical Director at PCS. In this role, he provides consultation and psychotropic medication management as well as overseeing the Suboxone Program. Dr. Hines received his medical education at Upstate Medical University and is a member of the American Society of Addiction Medicine.


Ruthanne Weinheimer, MSEd, LCSW-R
Director of Counseling Services

Ruthanne has an extensive background in education. She graduated from Villanova University and taught English and public speaking in secondary schools for many years before returning to school herself to complete a Masters in Social Work from Syracuse University. Since 1990, Ruthanne has provided a wide array of mental health services at PCS. She is currently the Director of Counseling Services, providing supervision and support to staff members both in the substance abuse and mental health arenas. In conjunction with her other duties, Ruthanne has done numerous mental health trainings for staffs and businesses.


Paul Riker, MS, CRC, CASAC
Clinical Director, Outpatient Program

Paul has worked in the chemical dependency field in Central New York for over 20 years. He is currently the Clinical Director of PCS and has worked here for 8 years. He works directly with clients, carrying a full caseload and provides clinical supervision for staff as well as other administrative duties. In his career he has worked as a primary counselor, clinical supervisor and manager of chemical dependency services. He has developed training for the NYS Office of Alcoholism and Substance Abuse Services (OASAS) and delivered that training to individuals in the substance abuse field in NY state. Paul also worked with individuals involved in the Drinker Driver Program in Onondaga County. Paul has counseled individuals with demanding professional careers, students, families and adolescents. He believes strongly in the treatment and recovery process. He enjoys exercise, reading, golf and is trained in the martial arts.


Kristin Botwinick, LCSW-R

Kristin is a Licensed Clinical Social Worker with a Master's Degree from Adelphi University. Her background includes work with the chronic mentally ill as well as with young people on the autism spectrum. While specializing in treatment of depression and anxiety, she has experience working with obsessive-compulsive disorders, physical disability/chronic illness, family therapy and specializes in adolescent development and behaviors. She also works with individuals in recovery and deals with co-dependency issues. At PCS, she serves as the Utilization Review and Quality Assurance Officer.


Patricia A. Lane, CASAC

Credentialed Alcohol and Substance Abuse Counselor Patricia has worked in the Alcohol and Substance Abuse Treatment field for 22 years. Prior to that, she worked 12 years as a staff nurse on Pediatrics at St. Joseph's Hospital Health Center. Pat was part of the start-up team at Tully Hill when it was first established as an inpatient treatment facility in 1990. She enjoyed her experiences there as a Family Interventionist while working with the Family Program. She was certified as an Interventionist by the Johnson Institute as well as achieved her credential as an by NYS Alcohol and Substance Abuse Counselor. She joined the staff at PCS seven years ago and is continuing to build on her counseling experience. At PCS, Pat provides individual and group substance abuse treatment. She specializes in alcohol and drug education and is the facilitator of a Structured Outpatient group and the Continuing Care group. She enjoys gardening, the beach, walking, her children and grandchildren.


Darby Anderson, M.S.
Secretary

Darby came to us after 10 years as a teaching assistant in the West Genesee school system. Darby has been with PCS since 2010 and she helps manage the daily operations for the office calls and office interactions. Over the years, she has developed a unique skill in matching patients with the counselor who will best serve their needs. She enjoys her family, reading, and her basset hounds.
